Victory Day on May 9th is a public holiday in the Soviet Union and has been maintained by some of its successor states, such as Russia, Belarus and Ukraine. The holiday was introduced in 1965 to commemorate the Soviet Union’s victory over Germany in World War II.
Victory Day is based on the time of signature under the unconditional surrender of the Wehrmacht in Berlin-Karlshorst. The final signature of the ratification of this surrender by the High Command of the Wehrmacht and the Commander-in-Chief of the Army, Air Force and Navy was placed at the Soviet headquarters in Berlin-Karlshorst at 12:16 a.m. Central European Summer Time on the night of May 8th and 9th.
